Monitoring and Evaluation (M&E) Officer

BOMA is recognized for developing an innovative, gender-focused poverty graduation model for the extreme-poor women in the ASALs, the Rural Entrepreneur Access Project (REAP). ​This long-term program offers a highly sequenced, layered and timebound set of interventions that help the poorest and most vulnerable women gain financial literacy, receive one to two years of mentoring in businesses and life skills, and through a conditional cash grant provided by BOMA, start small businesses to earn an income and establish savings groups, and build their resilience to shocks and strengthen social capital.  In REAP for Nutrition, where BOMA finds the highest rates of chronic malnutrition, BOMA has layered nutrition specific interventions on top of REAP to address the drivers of food insecurity and persistent and acute malnutrition.

The Monitoring and Evaluation (M&E) Officer is a key position for partner and project staff capacity building, data quality assurance, accountability, documentation, and learning. The position holder will provide support to The BOMA Project (BOMA) team and its partners in design, planning, and execution of monitoring and evaluation activities and the deployment and use of technology tools to ensure quality implementation of programs in accordance with accepted standards, providing essential feedback for learning, accountability and data decision making.

The M&E Officer will be responsible for providing input on Product Portfolio specific M&E system design and adaptation, defining and designing technology tools that support the portfolio specific design, portfolio specific capacity building for partner staff on technology and tools, and monitoring and evaluation processes for accountability and program execution integrity, and capturing learning in line with project and organizational learning agendas. Under the overall leadership and direction of BOMA M&E Manager, and in close collaboration with the Technical Team and partner staff. The position holder will champion, rigorous measurement of product and project activities and outcomes through data and analytics and development of team capacity in monitoring, evaluation, reporting, and learning that is adapted to the product and ensuring effective field-level ownership of activities and data enabled decision making.

Data Analyst (2)

The Data Analyst define user reporting needs, data requirements, storage and management and undertake the required analysis and visualization across functions in BOMA based on the defined requirements and frameworks. They will work closely with specific functions in BOMA to identify, specify, acquire, maintain, and optimally use data to drive business/ program insights. He/She will facilitate the development and documentation of requirements, design and development of solutions to those requirements and training and championing the use of the solution to entrench data driven operations and decision making in BOMA.

Monitoring and Evaluation Manager- REAP for Nutrition

The M&E Manager REAP for Nutrition (R4N) is responsible for development and implementation of an effective monitoring and evaluation system for all REAP for Nutrition Products under which Nawiri and Lishe Bora projects fall. The incumbent will interpret and define the project M&E requirements including data collection tools  design, and implementation of data collection tools for monitoring and surveys, development of implementation quality assurance processes for the project activities, establishing product and project specific management information and analytics  and promoting a culture of data demand and use within the product/ project, BOMA and with stakeholders. Under the overall leadership and technical oversight of BOMA Director M&E, Accountability and Reporting and in close collaboration with the Technical Team and partner staff, the incumbent will be developing team capacity in monitoring, evaluation, reporting, and learning and ensuring effective field-level collaboration. Travel is required up to 40%.

Salesforce Administrator - REAP for Nutrition

The Salesforce Administrator REAP for Nutrition is part of the ICT team focused on providing the defined product specific technology set up and support to programs that are nutrition layered. You will lead the definition and implementation of the required technology in collaboration with the key program stakeholders. The incumbent will serve as the lead Salesforce Administrator and developer, promoting technology innovation to serve the current and future REAP for Nutrition Program needs, optimize user experience through system training, adoption and support, keeping abreast of the technology and product level needs and driving product specific custom system development projects.

This role will be responsible for the quality of technology innovation, set up and support to the REAP for Nutrition portfolio of programs. They will work with other technology service teams to ensure that even the services that they may not be directly responsible for are delivered to the satisfaction of users and to the optimal support of the product.

Database Administrator

The Database Administrator will be responsible for building and maintaining database systems and ensuring data security in BOMA. You will be the key technical resource in the management of BOMA’s databases, set up and management of data warehouse with various data pipelines or Extraction Transformation and Loading (ETLs) to consolidate data from the various sources to the data warehouse. The incumbent will:

  • Design, install, configure and maintain database systems, including monitoring, tuning and troubleshooting issues.
  • Provide a seamless flow of information by keeping the database running smoothly.
  • Ensure data security and integrity, including implementation of access controls, backups and recovery plans.
  • Execute disaster recovery plans and procedures to ensure database availability during system outages or dysfunction.

He/She will also be the technical resource and support for the research, experimentation, deployment and use of intelligent data technologies such as AI within BOMA.

Portfolio Director, REAP for Nutrition

Where BOMA finds the highest rates of chronicmalnutrition,BOMA has layered nutrition specific interventions on top ofREAP to address the drivers of food insecurity and persistent and acutemalnutrition to develop a new model called REAP for Nutrition.   Based on learning and early results, REAP for Nutrition – with two primary adaptions focused on nutrition-specific and nutrition-sensitive models – has tremendous potential to scale up across Kenya and beyond in all of ASAL countries in which BOMA is operating.  

The Portfolio Director, REAP for Nutrition, will lead BOMA’s entire portfolio of work related to reducing malnutrition.  This includes the development and deepening of programmatic approaches, high quality implementation and partnership management and scaling of nutrition-focused social and economic inclusion programming across BOMA’s footprint in the ASALs.  

We seek a talented Portfolio Director who is highly respected in the fields of nutrition, food security, and poverty graduation, and is enthusiastic about shaping the future of scaling nutrition-adapted economic inclusion programming, and expanding BOMA’s portfolio in new directions.

The role will be BOMA’s highest level technical expert in reducing malnutrition and promoting food security and will entail representation of BOMA in various conferences, events, workshops and other strategic working groups. BOMA has developed an adaptedprogram model that supports marginalized and at-riskyouth to overcomechallenges of unemployment and radicalization called REAP for Youth. Kuza Jamii Grants Officer

The grants officer will report to the Grants Manager and will be responsible for providing the day to-day supervision, guidance, and monitoring of grant funds and activities. This position will work with the finance team and Projects team and will additionally support capacity-building for sub-grantees and other partners. The officer will have a broad and deep understanding of the relevant donor rules and regulations and proactively identify compliance risks throughout the overall grant portfolio. S/He will develop and embed best practices in grants management in compliance with the FCDO rules and regulations.

Duties and Responsibilities

General

  • Support the manager in coordinating all other partner’s requirements especially the audit and reviews.
  • Handle correspondence and matters concerning grant management in consultation with the Project Manager and Grants Manager
  • Co-ordinate the project’s grants accounting, reporting, compliance and risk management
  • Review and finalize sub grants budgets, prepare contracts/agreements, facilitate funds disbursement and follow up on compliance.
  • Manage sub grants agreements by ensuring compliance with the terms, rules, regulations, legal and regulatory requirements governing the award.
  • Developing action plans on all findings and working with partners to initiate the recommendations and close up.

Grant Management and Reporting

  • Support in monitoring of sub awardee budgets, expenditure tracking, timely reporting and implementation of risk mitigating measures.
  • Ensure timely, accurate reporting from partners to allow consolidation and submission of the program and finance report within the set timelines. Assist in the preparation of progress update reports as per donor requirements and BOMA policies.
  • Provide feedback to all Sub recipients on grants performance.
  • Work closely with Grants Manager to ensure accurate and timely disbursement and liquidation of sub-award expenses. Ensure a comprehensive review of partner budgets.
  • Maintain an updated grants matrix for each sub awardee that informs regular decision making as well as used as a reference tool when reviewing partner cash requests.

Training

  • Provide on-site mentorship to sub recipients and capacity development to them to plan, implement, monitor and report on grants awarded.

Experience and Qualifications

  • A University Degree in Business Administration, Accounting, Finance or a relevant field, or a combination of experience and education working in this sector.
  • Certified Public Accountant (CPAK), Certified Financia Analyst (CFA) or ACCA or any other relevant certification.
  • Proven working experience of at least 5 years in managing sub-grants and donor funding in NGOs with knowledge of project cycle management.
  • Experience supporting large donor funded project is an advantage.
  • Excellent interpersonal skills, ability to work in a multi-cultural environment, flexible and able to handle the pressure.

Kuza Jamii Economic Inclusion Program (EIP) Technical Advisor

BOMA is currently seeking qualified candidates for the position of Economic Inclusion Program Technical Advisor on the anticipated Kuza Jamii project.  Kuza Jamii will support the Government of Kenya to progressively assume responsibility for the national Economic Inclusion Programme in Garissa, Isiolo, Mandera, Marsabit, Samburu, Tana River, Turkana and Wajir. Our streamlined, County-adapted, gender-sensitive, and community-led model builds the capacity of village savings and loan associations and Ward-level producer cooperatives to coordinate service provision and market and financial linkages for the extreme poor, and in particular women and people living with disabilities, thereby offering a sustainable support platform after project end. We will reach 17,000 direct participants and 96,900 direct-indirect participants (household members) for a total of 113,900 total population reached, demonstrating exceptional value for money.

The Economic Inclusion Program (EIP) Technical Advisor is responsible for providing effective and efficient technical assistance to GENCAD in Mandera County to implement Kuza Jamii activities.

Under the supervision of Program Coordinator, the Economic Inclusion Program (EIP) Technical Advisor will be supporting BOMA’s new partner with adoption, adaptation and scaling of our unique poverty graduation model, the Rural Entrepreneurship Access Project (REAP) for Government, adapted under the Kuza Jamii project.

The Economic Inclusion Program (EIP) Technical Advisor will guide and support our main implementing partner GENCAD in Mandera with end-to-end graduation programming including assessments, adaptation opportunities, design, training workshops, and supporting implementation to ensure that the program delivers the best possible outcomes for the participants and partners.

The Economic Inclusion Program (EIP) Technical Advisor will have deep knowledge of the Graduation Approach and the Mandera region. The Economic Inclusion Program (EIP) Technical Advisor will be a critical thinker, be adept in innovating and adapting program strategies, and have experience working with multiple stakeholders to achieve a common goal. S/he should be able to proactively identify potential challenges and collaborate with partners to identify solutions.

Duties & Responsibilities:

Technical Assistance:

  • Provide training, technical support and guidance to GENCAD and other partners as needed in adopting, adapting, planning, implementing and monitoring performance of BOMA’s REAP for Government.
  • Provide support through training, hands-on technical assistance and regular communication to BOMA’s partners as requested and necessary.
  • Share program strategies, training materials, and other documents as needed to ensure high quality delivery of Kuza Jamii activities by the partners.
  • Review and provide technical input on internal and external reports and other documents as needed to ensure high quality and timely reporting.
  • Support GENCAD in the recruitment of local staff to be Field Officers and Mentors to deliver the project activities.

Quality Assurance:

  • Ensure the quality of program implemented by the partner and adheres to BOMA’s standards and guiding principles.
  • Ensure consistent timely progress towards targets and overall project objectives in the Kuza Jamii project.
  • Ensure monitoring and quality control mechanisms are in place and report any deviation from project timelines and quality standards.
  • Ensure processes are in place for the continual documentation of lessons learned and the feedback mechanisms that support continual improvements of programming with partners.

Program Development:

  • Work with GENCAD and other partners to develop timely work plans.
  • Contribute to the professional development of partner field staff by providing training, mentoring, and other guidance.
  • Develop or revise training materials as required.
  • Work closely with BOMA colleagues to ensure partners have access additional technical resources as needed based on identified areas for improvement.

Partnership Management:

  • Ensure that the objectives and activities of the partner implementation reflect the strategic objectives of the Kuza Jamii project.
  • Represent BOMA in meetings, conferences, or other engagements with current and potential partners as requested, including NGOs, international agencies, donors, and governments.

Compliance and Logistics:

  • Collaborate with the County Cluster Office Admins on ensuring proper compliance with BOMA policies and procedures.
  • In Liaison with the county staff, and with support from operations staff, oversee procurements, deliveries, and other logistical coordination in Mandera
  • Support other program activities in Mandera based on requests by the Portfolio Director- REAP for Government


Qualifications

  • Bachelor’s Degree in International Development, Economics, Business, Community Development, Project Management or a related field required from a recognized institution. Master’s degree in a relevant field desired.
  • A minimum of 3 Years of experience for Degree holders and relevant experience (in a similar role in ASAL Areas).
  • Demonstrated ability to coordinate field activities.
  • Prior experience in coordination and remote management, including coordination of teams of staff working in remote field locations with intermittent or limited connectivity.
  • Proven competency/experience in data collection and basic analysis.
  • Strong project management skills including the ability to anticipate demand and manage multiple tasks and projects while meeting tight deadlines.
  • Excellent interpersonal, oral, and written communication and negotiation skills, in English, Swahili, and one of the languages spoken in Mandera.
  • Knowledge of   poverty graduation approaches, livelihoods, women’s empowerment programs and experience in working in Northern Kenya highly desirable.
  • Excellent computer skills in Word, Excel, PowerPoint, internet, remote conferencing applications. Experience using Salesforce a plus.
  • Good report writing skills
  • Ability to work under pressure in a fast-paced environment.

Field Officer (2 positions)

The Field Officer position is responsible for the delivery of program outputs and coordination of Mentors in the assigned zone in line with USAID Nawiri’s overarching goal of reducing persistent acute malnutrition. The holder of this position shall report to Program Coordinator, Nawiri. He/she shall provide direct supervision to Mentors on timely execution of program implementation within budget and on agreed timeliness and targets. The position holder will be based at USAID Nawiri Sub County offices in Turkana County.

Duties & Responsibilities:

Programmatic:

  • Oversee and coordinate the implementation of program activities by Mentors under your supervision.
  • Plan and execute community entry and engagement activities within your areas of supervision.
  • Plan and execute participant selection and enrollment activities including community integrated assessment, action planning, participatory wealth ranking, PTT, business group formation and market assessment ensuring alignment with USAID Nawiri’s nutrition framework.
  • Coordinate and back stop mentors to undertake monthly market linkages and referrals and reporting.
  • Facilitate formation and registration of savings groups/Village savings and loaning associations as per guidelines to enable the R4N Participants access to credit for long-term expenses, business growth, and nutrition security.
  • Coordinate and backstop monthly financial and lifeskills training for participants through savings groups meetings.
  • Coordinate monthly case management for nutrition resilience activities for groups and mentors under your supervision including nutritional screening, nutritional education and training (Agri nutrition and MIYCN), nutritional counselling, referral and treatment, HHs dialogues, HHs visioning and action planning, HH self reflection using progress markets as jointly agreed in the consortium.
  • Coordinate completeness of primary source data – Business Record books, Savings group record books, Child and Group registers under your supervision.
  • Conduct monthly data quality checks and physical verification for all primary source data ensuring data quality and completeness and validation through signing of the Registers.
  • Coordinate with mentors to achieve 100% data abstraction monthly for all primary source data (BGs, SGs and Child and group registers) before 10th of every month.
  • Conduct monthly spot checks and technical backstopping of mentors using approved monitoring tools at BGs and SG level with evidence of physical verification of SGs, BGs and group registers data.
  • In consultation with Program coordinator, conduct monthly mentor’s review, planning and reporting meeting.
  • Provide accurate and comprehensive monthly reports on SG and BG performance, CMNR activities, case management and nutrition assessments, data abstraction to the Program Coordinators within set deadlines.
  • Coordinate with Monitoring and Evaluation team to ensure timely and quality targeting verification, collection of baselines and end-line data and monitoring activities via digital technology.
  • Use Performance Insights and FO online tools to monitor Program Effectiveness and address any outliers.
  • Facilitate registration of graduated cohorts with department of social service, market and financial linkages with system actors.
  • Participate in USAID NAWIRI Field level partner coordination meetings including donor visits.
  • Provide program documentation on successes/impact (Success stories in collaboration with the mentors).
  • Participant in Sub county/Zonal review and planning meetings and aligning monthly work plans with joint and integrated zonal work plans.

Administrative:

  • Supervision of mentors to deliver their expected roles and responsibilities in line with program deliverable goals, monthly targets and performance goals.
  • Assist in the overall recruitment process as guided by the People Department for mentor positions.
  • Support all operational issues experienced by Mentors under your jurisdiction.
  • Ensure timely and accurate timesheet submissions and mileage logs by the mentors supervised.
  • Support in conducting exit interviews when called upon and assist in managing the exit process/offboarding including employee clearance for respective mentors.
  • Perform performance reviews for Mentors and implement the outcomes such as Performance Improvement Plan (PIP) where need be as guided by the People Department

Leadership and Planning Responsibilities:

  • Responsible for the advancement and execution of BOMA’s Vision, Mission, and Values; ensuring that the same are clearly and well-articulated in BOMA’s daily work and among staff, partners, collaborators and participants/targets.
  • Lead the planning and coordinate implementation Kuza Jamii activities at the county level, including BOMA’s and county-level partners’ activities in the consortium.
  • Collaborate with the Turkana Cluster Office Administrator to ensure timely and adequate logistical arrangements for field travel on Project activities.
  • Represent BOMA at county level meetings with stakeholder, including Government, where requested.

Program Responsibilities 

  • Engage with and securing acceptance of local leaders and the community about project roll out in Turkana.
  • Oversee community entry and participatory targeting processes in each targeted community to identify and verify a pool of qualifying Kuza Jamii participants.
  • Oversee, coordinate, and participate in implementation of project activities including grant distributions, trainings, and the establishment of savings groups.
  • In coordination with the Portfolio Director, and with support from the People Department & Training Department, oversee training and performance of Field officers and Mentors delivering under the project.

Data Collection, Analysis and Reporting

  • Coordinate with the Portfolio Director and M&E team to ensure timely and quality targeting verification, collection of baselines and end-line data and monitoring activities via digital technology.
  • Carry out regular field visits and spot checking and oversight to project sites to support Field Officers and Mentors, trouble shoot and communicate to Program Manager on any emerging issues for effective response.
  • Ensure timely, realistic, and high-quality project planning, implementation, monitoring, reporting, and learnings are captured.
  • Ensure that all reports, both internal and external, are prepared and submitted in a timely manner

Technical

  • Facilitate collection and analysis of program data; capture and share lessons learned, case studies and success stories and best practices for project interventions.
  • Support development, review and dissemination of project documents that capture best practices and lessons learned from the Kuza Jamii project to inform future project design.
  • Support development and review of internal project reports.

Compliance and Logistics

  • Ensuring timely and accurate timesheet submissions by Turkana staff spending time on the Project.
  • Collaborate with the County Cluster Office Admins on ensuring proper compliance with BOMA policies and procedures.
  • In Liaison with the Portfolio Director, and with support from operations staff, oversee procurements, deliveries, and other logistical coordination in Turkana
  • Support other program activities in Turkana based on requests by Program Manager.


Qualifications

  • Bachelor’s Degree in International Development, Economics, Business, Community Development, Project Management or a related field required from a recognized institution. Master’s degree in a relevant field desired.
  • Minimum 5 years managing livelihood and community development projects with experience in ASAL areas.
  • Demonstrated ability to coordinate field activities.
  • Prior experience in coordination and remote management, including coordination of teams of staff working in remote field locations with intermittent or limited connectivity.
  • Proven competency/experience in data collection and basic analysis.
  • Strong project management skills including the ability to anticipate demand and manage multiple tasks and projects while meeting tight deadlines.
  • Excellent interpersonal, oral, and written communication and negotiation skills, in English, Swahili, and one of the languages spoken in Turkana.
  • Knowledge of poverty graduation approaches, livelihoods, women’s empowerment programs and experience in working in Northern Kenya highly desirable.
  • Excellent computer skills in Word, Excel, PowerPoint, internet, remote conferencing applications. Experience using Salesforce a plus.
  • Good report writing skills
  • Ability to work under pressure in a fast-paced environment.
